Schedule F and the Future of Merit in Government

The Standing Panel of Public Service will be discussing the issues around Schedule F and the future of merit in government. The issues raised in the Trump administration’s Schedule F executive order haven’t gone away—and will surely be back, either at the federal or state levels.

After a brief discussion on the background of the executive order and key issues involved, each panelist will be asked to address the following:

● An assessment of Schedule F: the politics and the policy

● Potential solutions to the key issues identified

● A prediction on the future of merit in government:

• Will merit become an obsolete concept, a troubled policy in need of reform, or an important set of core values that need to be reinforced?
