Addressing Challenges in International Engagement between Academic Institutions

International engagement is an essential part of scholarly work in public administration, but it poses challenges when academic freedom and human rights are not respected and placed at risk. The global resurgence of authoritarianism has intensified these challenges. What should individuals and institutions – universities, academic associations, journals, and accrediting bodies – do to assure that values like human rights and academic freedom are protected in the course of engaging across and within institutions and locations? The NAPA International Affairs Panel has invited the Co-Chairs of the ASPA President’s Committee on International Scholarly Engagement (PCISE), NAPA Fellow Alasdair Roberts and Professor Mary Lee Rhodes of Trinity College Dublin, to a facilitated workshop to discuss these issues – drawing on their recently published Discussion Paper on ‘Meeting the Challenges of International Engagement’ and examples shared by international scholars and public administrators. The aim of the workshop is to examine and explore the principles and practices in play and identify patterns of engagement when these issues arise. The workshop will run under the ‘Chatham House Rule’ to ensure open discussion while protecting anonymity in any future dissemination of the results of the workshop.
