"Pracademic" during the past 2 decades working for the the Italian Government's Centralized Procurement Organization (CONSIP) as well as Adjunt Professor of Economics at University LUISS "G. Carli", Rome. Passionate aboout public procurement. I pioneered innovative demand aggregation solutions through framework agreements and contributed to procurement policy research. My co-authored book "The Law and Economics of Framework Agreements" (Cambridge University Press, 2016) remains the definitive international text on the subject, completed during my partial secondment to the National School of Administration. In March 2025, I have been seconded to the Italian Land Property Agency where I will contribute to the development of major PPPs projects in Italy.
