Biography

My career is grounded in a steadfast belief that robust fiscal governance is essential to effective public service and democratic accountability. My recent work explores how local governments build capacity, navigate fiscal stress, and deliver public value. My recent projects—supported by the Lincoln Institute of Land Policy and the Pew Charitable Trusts—investigate international systems of fiscal monitoring and offer practical tools for strengthening institutional resilience.
In leadership roles (including Director of UNO’s School of Public Administration), I have spearheaded micro-credentialing programs in budgeting and finance, integrated generative AI into public sector training, and launched a cross-sector collaborative leadership minor—efforts that reflect my commitment to both scholarship and workforce relevance. As Co-Editor of the journal Public Finance Journal and a newly elected NAPA Fellow, I am deeply engaged with the practitioner-scholar community, bridging research and real-world governance challenges.
Joining NAPA’s community aligns with my mission to amplify evidence-based reforms, mentor the next generation of public leaders, and strengthen the institutional foundations of public administration. I look forward to contributing to NAPA’s work by leveraging my expertise in fiscal health, intergovernmental systems, and capacity-building to support more effective, transparent, and responsive government.
