Biography

Dr. Mitchell F. Rice is Professor of Political Science and former Director of the Race and Ethnic Studies Institute at Texas A &M University. He is Managing Editor of the Journal of Minority Disability Research and Practice and is former Editor-In-Chief of the Journal of Public Management and Social Policy. He is editor of the books: Diversity and Public Administration: Theory, Issues, and Perspectives (2005); and co-author of: Public Policy and The Black Hospital (1994), Blacks and American Government (1991), Health Care Issues in Black America (1987) Contemporary Public Policy Perspectives and Black Americans (1984). Along with his 25 book chapters, he has more than 100 articles that have appeared in numerous professional and scholarly journals including the International Journal of Public Sector Management, Journal of Public Administration Education, Journal of Rhetoric and Public Affairs, International Journal of Public Administration, National Political Science Review, The Public Manager, Journal of the National Medical Association, Social Science and Medicine, Public Administration Review, Urban League Review, Policy Studies Review, and the Journal of Health and Social Policy. His research and writing areas are: Blacks and health policy and multiculturalism, diversity, and public administration, and public and social policy. He has been a Ford Foundation Postdoctoral Fellow (studying Blacks and health policy), a Rockefeller Foundation Postdoctoral Fellow (studying Blacks and health policy), and American Council on Education Fellow (studying higher education).
