Biography

My work focuses on federalism, intergovernmental relations, and state and local government. I recently co-edited Teaching Federalism: Multidimensional Approaches (Elgar, 2023), an open-access book available at https://www.elgaronline.com/edcollbook-oa/book/9781800885325/9781800885325.xml?rskey=VhqWgo&result=3 I am co-editing an Encyclopedia of Federalism as well as an Encyclopedia of Regional and Local Governance and Politics. As president of the Center for the Study of Federalism, which publishes Publius: The Journal of Federalism, I am working to extend more education about American federalism into K-12 education, partly through the Center's website at https://federalism.org/, which has many resources for scholars, K-12 teachers, and students. Virtually all public policy in the United States is intergovernmental, and federalism substantially shapes American politics and public policy.
