Biography

Michael L. Dominguez recently retired from the Institute for Defense Analyses (IDA), where he served in several positions, including as the Director of the Strategy, Forces, and Resources Division, where he oversaw research into questions of military force sizing and structure, military and civilian personnel policies, organizational efficiency, and defense institution building in developing nations. Prior to joining IDA, Mr. Dominguez as the Principal Deputy Under Secretary of Defense for Personnel and Readiness, where he made significant contributions to the Defense Department’s programs for wounded warrior care, combatting sexual assault, integration of active and reserve forces, and development and deployment of a new civilian personnel management system. Mr. Dominguez also served as the Assistant Secretary of the Air Force, including duty as Acting Secretary of the Air Force. In addition to these two Senate-confirmed Presidential Appointments, Mr. Dominguez served in a number of civil service positions in the Department of the Navy and the Office of the Secretary of Defense, where his responsibilities spanned program planning and resource allocation decision making, cost-effectiveness and efficient management of government programs, and development of the civilian career workforce. Mr. Dominguez is a veteran, having graduated from the US Military Academy at West Point, NY, and served in the Airborne Infantry in Europe.
