Katie Malague

Katie Malague has experience in the public, private, and nonprofit sectors. She is currently the Chief Operating Officer/Chief Financial Officer with the Maryland Department of Budget and Management. Prior to joining state government, Katie's federal roles included serving as the Chief Management Officer with the U.S. Office of Personnel Management, where she oversaw internal management, administration, and operations, and as Principal Deputy COO for the U.S. Department of Education’s Office of Federal Student Aid, leading the agency’s enterprise-wide management functions, including strategic and operational planning, human capital, budget and finance, procurement, and technology.

Katie previously served as Vice President for Government Effectiveness with the nonprofit Partnership for Public Service; Director of the U.S. Department of the Treasury’s Office of Strategic Planning and Performance Improvement; a manager with the federal Office of Management and Budget’s Performance and Personnel Management team; and a manager in Accenture’s federal consulting practice. Her first government job was a brief stint as a letter carrier for the U.S. Postal Service.

Katie earned her bachelor’s degree from Bucknell University and her master’s degree from Harvard University’s Graduate School of Education. She joined the federal Senior Executive Service in 2015 and was elected as a fellow in the National Academy of Public Administration in 2018.
