Biography

Mr. Joel C. Spangenberg, a retired member of the Senior Executive Service, is the U.S. Country Head and Vice President of U.S. Government Affairs at CORE POWER, an advanced nuclear technology company developing solutions for ocean transport and heavy industry. In that role, he develops strategies, oversees operations, and engages with government officials and industry representatives.
Previously, he served in the agency head and assistant secretary-level role of acting Director of the United States Selective Service System. He also worked in senior federal roles as the first-ever Executive Director of Operations at the Defense Nuclear Facilities Safety Board, Deputy Associate Administrator for External Affairs at the National Nuclear Security Administration, and Associate Director of Governmental Affairs at Naval Reactors. He also led legislative and oversight efforts in the United States Senate as a subcommittee Deputy Staff Director and Professional Staff Member.
Mr. Spangenberg is a veteran of the U.S. Navy, where he served as a Surface Warfare Officer (Nuclear), and graduated With Distinction with a bachelor of science degree in systems engineering from the United States Naval Academy. He completed master’s degrees in engineering management, administrative leadership, and national security and strategic studies. He is a member of the American Nuclear Society and a former term member of the Council on Foreign Relations.
