Modernizing Federal Classification: An Opportunity for Excellence

In 1991, the National Academy of Public Administration with funding and in-kind support from eighteen federal agencies conducted a study of the general schedule classification system prescribed by the Classification Act of 1949 as amended, and codified in Chapter 51 of Title 5, United States Code. The Academy was asked to propose changes to the federal system to meet the human resources challenges of the future.
